I've got a 2TB external drive I've been installing some larger games on through game pass - so rest assured it is possible. Try this if you haven't already. Open the Xbox app the new one, not companionand open settings under your profile picture. Then, from there you should see where the default location of games is installed to.
Change this if it is on drive C:. I also like to make XGP ask me every time where to install it, as I'll still install smaller games onto my HDD sometimes. Like you said in your post if Windows tries to override your default drive in settings, asking every time could work as it will ask right before it installs, microsoft why cant i download xbox games on pc.

I'm trying to install the Halo Master Chief Collection to my 1TB drive but it keeps failing with not enough HD space. I have my settings pointing to my external drive and I have it ask me every time so I can confirm the drive is correct.

My main SSD C: drive storage space is full, so I'm trying to download games to my external hard drive from the Xbox game pass pc app but almost every time it downloads to my C: drive instead.
I have new apps saving to my D: drive in windows storage settings and have set the D: drive to be microsoft why cant i download xbox games on pc default place where games install on the Xbox pc app but it still happens. It seems that I've gotten some to install on the D: drive like Fallout 76 and No Man's Sky, but others like Forza 4 and Gear of War Ultimate edition always install to C: drive.
Especially frustrating because even if I cancel or delete the install from C: drive, it doesn't go back to its original storage space so I think documents for games I don't want to be installed there are saving and taking up space too.

In reply to Coopydood's post on October 15, I've tried this, and while it resolves the issue for some games, somehow other games will still install to the C: drive instead of the external, even after you have instructed it to install to D: at the download stage.
I've also tried to move the games from C: to D: when I can, for it to give me an error and prevent it from transitioning over.
